Apollo history repeating?

I'm reading Apollo: The Race to the Moon and in the early chapters they talked about how the Canadian aerospace industry to a dive and those engineers headed to the US. They were a big help to the Apollo program. This article talks about a recent acquisition that could be creating the same conditions.
