ISS to be retired soon?

I read this article regarding Russian desires to build a new space platform and wondered why we're only going to keep the current station going for 5 to 10 more years? If we'll be done around 2010 why only keep it going for 5 more years? All that work seems to be silly if we're only going to get 5 years of use from it.
